PROCUREMENT GUIDELINES
Sewer Rehabilitation/Construction
For construction projects, a two-step review and approval process
must be followed.
First, construction plans and specifications, along with the "Federal
Requirement Insert," which outlines federal requirements
and contract provisions, must be submitted to 3 Rivers Wet Weather
for review and approval by the Army Corps of Engineers. Once this
package is approved, the Corps will issue a notice to advertise
for bids.
The second step in the process involves documenting key elements
outlined in 40 CFR 31.36, including adherence to the Six Affirmative
Steps related to contracting with small, minority and women's business
enterprises (SBE, MBE, WBE). This documentation, also called the
Part B Package, is submitted to 3 Rivers Wet Weather for review
and approval by the PA Department of Environmental Protection (PA
DEP). Once the documentation has been approved, PA DEP will issue
a "Notice to Proceed" with construction.
